What is the Darien Downtown Development Authority?

The Downtown Development Authority (DDA) is primarily a policy-making and major decision-making entity that plans and manages the downtown area. The DDA is a corporate body recognized by State law and used for the last three decades as an important tool in downtown redevelopment. The DDA is eligible to receive certain grant monies, whereas local business or merchants associations may not qualify. The DDA is considered to be a governmental tax exempt.

The DDA can work with volunteers from the local business association, citizens, the city and county to bring about the revitalization of the downtown area.

Darien DDA Mission statement

The Darien Downtown Development Authority works to provide partnerships to optimize the impacts of community investments. Mobilizing resources in order to build downtown Darien as a core economic district. The organization’s annual program of works and long-range plan help facilitate collaboration amongst the public and private sector to encourage redevelopment and growth within the district.

Darien Downtown Development Authority Board Members 

Andy Grinstead is a retired banker by trade with a Marine Corps background.

Grinstead and his wife Madeline operate the Bluestein Service Station, Inc. here in Downtown Darien. Besides owning “The Texaco” Andy has a particular interest in our local natural resources and the development of the Downtown Waterfront.

Andy enjoys being outdoors whether boating, fishing, camping, flying airplanes, or riding motorcycles.


Con Holland III, is chairman, president, and CEO of Southeastern Bank and its parent, Southeastern Banking Corporation in Darien and also the At Large member on the board of directors of the Georgia Bankers Association.

Holland joined Southeastern Bank in 1997, following 15 years in various lending positions with Compass Bank in Birmingham, Alabama.

Holland holds positions on several boards in the community including trustee of the College of Coastal Georgia Foundation, trustee of the Southeast Georgia Health System Foundation and treasurer of the Darien Downtown Development Authority.

Phillip Kempton is the owner of Captain Phillip’s Charters & Tours, LLC. Kempton’s previous experience was with BellSouth for 32 years as an engineering manager.  Kempton is a member of Remnant Church.



Ron Zeppieri is retired having worked in business administration and the US Navy. Ron and his wife Judy have come to call Darien home in the last decade. Attracted to the area’s waterways, “they sailed into town”! Ron has served on the McIntosh Co. YMCA Board and is very active in the Darien Lions Club. Ron acts as festival coordinator for our annual Fall FestEvent.

Mike Greenway 

Mike Greenway is the Operating Partner of  Waterfront Wine & Gourmet. He received a Bachelor of Science degree from the University of Georgia. Mike is active in the economic development and Tourism & Visitation of Downtown Darien. He served on Historic Darien Board.
